Intervju med Alexander Hurtig, utredare, Statens Haverikommission

På Utredardagarna 2023 gästas vi av Alexander Hurtig som kommer dela med sig av erfarenheter och reflektioner kring hur Haverikommissionen utreder olyckor och tillbud inom hälso- och sjukvården. Vi tog en pratstund med Alexander med anledning av hans medverkan, för att höra om hans yrkesmässiga bana samt vilka tips och lärdomar han samlat på sig under åren.

”Jag vill trycka på min uppfattning att vi utredare har en oslagbar möjlighet att bidra till en säkrare värld”

Berätta lite om din bakgrund och hur du kom in på den yrkesmässiga bana du befinner dig på idag?

Jag har under hela mitt yrkesmässiga liv, drygt 17 år, arbetat med trafiksäkerhet och olycksutredning. Det började med att jag efter universitet, där jag studerade Kognitionsvetenskap, såg en annons om trainee-tjänst som Beteendevetare på Vägverket som jag sökte och också fick. Jag hade vid den här tidpunkten insett att jag hade ett genuint intresse för olycksutredning och olycksförebyggande arbete. Jag såg också värdet av vad jag som kognitionsvetare/beteendevetare kunde bidra med för att beskriva och förklara mänskliga beteenden. Sju år på Vägverket/Trafikverket gav mig nödvändiga färdigheter och kunskaper för att arbeta specialiserat med komplexa haveriutredningar. Detta skulle lägga grunden för mitt nästa steg – att fortsätta min yrkesbana som haveriutredare på Statens haverikommission.

Det ska dock sägas att man som kognitionsvetare kan arbeta med många olika arbetsuppgifter inom många olika sektorer och att jag under min studietid inte särskilt specialiserad mig på olycksutredning. Intresset har dock alltid funnits där. Jag kommer ihåg att jag som ungdom runt 14-15 år gammal fick insikten att t.ex. Estonias förlisning kanske skulle kunna förklaras med stöd av att man analyserar radiomeddelanden eller ljudupptagningar från bryggpersonalen. Fem år senare gick jag på kurser i kommunikationsanalys och mänskligt beteende i komplexa situationer på universitetet.

Du kommer prata om Haverikommissionens utredningsmetodik – vilka reflektioner kommer du bland annat att dela med dig av?

Det finns flera viktiga iakttagelser som vi har gjort i samband med den senaste hälso- och sjukvårdsutredningen. Det viktigaste är att vår grundmetodik med allt från processtyrning till metodval kan användas på ett brett sätt och inte begränsas av områdesspecifika företeelser. En anpassning av metoder för att samla fakta, t.ex. hur man gör tekniska undersökningar, kan visserligen vara nödvändigt att göra mellan de olika utredningsområdena.

Jag skulle också som av de viktigaste iakttagelserna vilja nämna vår oberoende roll och vår självständighet. Andra parter kanske utreder samma händelse, men ingen kan agera oberoende i relation i alla andra aktörer i systemet. En vårdgivare som t.ex. utreder en händelse inom den egna verksamheten kan ha skäl att lindra kritik mot den egna ledningen eller personalen och en tillsynsmyndighet vars uppdrag är att när det är nödvändigt t.ex. lägga föreläggande om vite mot vårdgivaren – vilket spelar mot skuld- och ansvarsfrågor och kan leda till förtroendebrister. Statens haverikommission kan med vår uppgift att vara oberoende och att inte peka ut skuld och ansvar få en mer välvillig medverkan i de utredningar vi gör.

Vilken är den största lärdomen eller insikten du tar med dig under dina år som utredare?

I all enkelhet – att det går att förebygga olyckor med ett genuint engagemang i säkerhetsfrågor. Kontinuerlig säkerhetsrelaterad mognad i en verksamhet föder nya och mer effektiva arbetssätt för att förebygga olyckor.

Olyckor är emellertid komplexa företeelser som inte alltid går att förutse. Det som ofta synes vara fallet är att det krävs minst två oförväntade förutsättningar som interagerar med varandra för att en olycka ska kunna uppstå.

Har du något tips du vill dela med dig av till kollegor i branschen?

Statens haverikommission är noggranna i det vi gör. Vi tar oss tid till att göra intervjuer, samla in dokumentation och kvalitetssäkra vårt material. Dessa förutsättningar bidrar till en god slutprodukt. Alla har inte samma generösa förutsättningar.

Var inte rädd för att samla in synpunkter om ditt arbete från de som har lämnat uppgifterna – och var beredd på att ändra din uppfattning om det är relevant att göra det. Låsningar för vissa hypoteser eller ”confirmation bias” har inget värde i en utredning.

Vad hoppas du att de åhörare som lyssnar på ditt pass får med sig efter din föreläsning?

In Track 2 on the first day of VECS 2023 we will have the pleasure of listening to a Keynote from Jason Craker, Transformation Director at ChangeMaker Associates. Mr. Craker leads their automotive sector practice and has held leadership positions with Polestar AB as Chief Digital Information Officer, and Volvo Car UK Ltd. Jason enjoys using his disruptive experience from within the mobility sector to support organizations navigate through the paradigm shift that is accelerating change in this very traditional sector. Why is Digital Transformation causing a disruption in the Automotive Industry? At VECS 2023 we are very proud to present Dr. Jan Bosch and his Keynote Thriving in the Disruption in Automotive: Speed, Data and Ecosystems. Dr. Bosch is Professor at Chalmers University of Technology in Gothenburg and his research activities include Digitalization, evidence-based development, Business Ecosystems, Artificial Intelligence and Machine/Deep learning, software architecture, software product families and software variability management. He is a fellow member of the International Software Product Management Association (ISPMA) and a member of the Royal Swedish Academy of Engineering Science. Anette Blücher är VD på E.ON Energiinfrastruktur och kommer på SvD Energy Summit 2023 att medverka i en paneldiskussion med temat energieffektivisering – så får vi ut mer med samma eller mindre mängd energi. Det råder inga tvivel om att dagvattenhanteringen blir en allt viktigare del i samhällsplaneringen när vi går mot en alltmer klimatförändrad tillvaro samt bygger ut och förtätar våra städer. Utmaningarna är många och svåra, men det finns goda skäl att se med tillförsikt på framtiden – för runtom i vårt land görs viktiga framsteg. På konferensen Dagvattenhantering den 24-25 april i Stockholm har vi det stora nöjet att kunna presentera Alma Borg Berggren som moderator. Alma arbetar som dagvattenutredare och VA-projektör på Bjerking och vi fick en liten pratstund med henne inför konferensen, där hon bla berättar vilka utmaningar branschen står inför, vad som är särskilt viktigt att tänka på vid skyfallshantering och vad hon mest ser fram emot på Dagvattenhantering 2023.

Kan du berätta om din bakgrund och hur du började arbeta med dagvattenhantering?

Civilingenjör i miljö- och vattenteknik från Uppsala universitet och jobbar idag som dagvattenutredare och projektör på Bjerking i Uppsala. Att jag riktade in mig på dagvatten var lite av en slump. Under en arbetsmarknadsmässa när jag var student ville såklart utställarna veta vad jag var intresserad av. Jag sa ”dagvatten” utan att egentligen veta så mycket om ämnet. Det slutade med att jag började arbeta med dagvatten efter examen, något jag trivs väldigt bra med!

Vilka är de största utmaningarna som branschen står inför?

Att få plats med dagvattenanläggningar tillsammans med övriga funktioner inom samhällsbyggnad, särskilt i tätbebyggda områden. Detta är något vi arbetar med i mer eller mindre alla projekt. Där är multifunktionella ytor och samarbete med andra teknikkonsulter en stor möjlighet till att lösa dagvattenfrågan och hitta nya lösningar.

Skyfallshantering är ett högaktuellt ämne, vad är särskilt viktigt att tänka på?

Det är viktigt att skyfallsfrågan tas upp tidigt i projekt oavsett om det är en ny detaljplan som ska utformas eller ett befintligt område som ska byggas om. Det gäller att verkligen utnyttja de program och karteringar som redan finns och planera utifrån markens förutsättningar.

Hur tror du att dagvattenhanteringen kommer att utvecklas framåt?

Jag tror man kommer börja se dagvatten ännu mer som en resurs särskilt vad gäller vattenbrist. Att man i större utsträckning utformar dagvattenanläggningar för att ta tillvara på dagvattnet för exempelvis bevattning, både i stor och liten skala, på kvartersmark och för allmän nytta. Det handlar också om att förebygga låga grundvattennivåer genom att till exempel låta rent dagvatten infiltrera och hårdgöra mindre.

Du är moderator på Dagvattenhantering 2023 – vad ser du mest fram emot på konferensen?

Två inspirerande dagar med många kompetenta branchskollegor! Jag ser fram emot att inspireras av alla talare och diskussioner i pauserna. Förhoppningsvis får vi två soliga vårdagar så man kan ta med sig tekoppen utomhus.

In Track A Electronics & Architecture on May 24th at VECS 2023 we will have the pleasure of listening to Erik Coelingh, VP Product, Zenseact and Adjunct Professor Mechatronics at Chalmers University. Erik joined the Volvo Car Corporation more than 20 years ago, where he was responsible for Volvo’s first application of Automatic Emergency Braking and led the advanced engineering activities for Pedestrian Detection and Intersection Collision Avoidance. His work focuses on algorithm and system design for active safety features for collision avoidance by means of warning and automatic emergency braking and steering. He also works on the design of driver support features to take over part of the driving task, utilizing adaptive cruise control, automatic parking and autonomous vehicles. His ultimate vision is to design cars that can be driven fully automatically without incident. We got the opportunity to ask Erik a few questions before the event and he was kind enough to share his insights as well as giving us a teaser of his presentation.
